Orchestrated by Chinese nationals Liren "Ryan" Lai and Yuance Chen, the network leveraged easily travelable civilian "co-optees" and U.S.-based couriers—most notably Chen's spouse, Huiting Chen—to execute complex physical and digital operations across Oregon, California, and Washington. Core activities involved coordinating large-scale cash payments via physical dead drops to a targeted "Individual A" who they believed to be former U.S. government employee.[1] Simultaneously, the network conducted physical surveillance of critical naval installations, took covert photography of military recruitment rosters, and systematically assessed active-duty Navy personnel, specifically targeting logistics specialist Kelvin Pan, for intelligence cultivation.

No arrest was made despite receiving two cash payments in turn for providing “classified” information. 2. The FBI was able to monitor and record all interactions between “Individual A” and the MSS. 3. The FBI was able to conduct physical surveillance of all parties.

III. OPERATIONAL METHODOLOGY AND ESPIONAGE TRADECRAFT
To insulate handlers and assets from surveillance, bypass international regulatory scrutiny, and penetrate U.S. defensive operations, the MSS utilized a sophisticated, espionage tradecraft suite but lacked source vetting:
CLANDESTINE DEAD DROP TACTICS
• The Granada Bowling Alley Operation (January 12, 2022): While Chen and Lai managed logistics from Guangzhou, Chen's wife, Huiting Chen, and Associate #2 traveled from Portland to San Francisco. • The Phoenix Parking Garage Operation (May 10, 2025): Commissioned by MSS Officers 2 and 3, Lai packed $20,000 in cash into his suitcase, drove west from Houston, and executed a clandestine dead drop in a Phoenix, Arizona parking garage.
FINANCIAL OBFUSCATION & COVER STATUS

• Meticulous Biographic Profiling: Starting in 2022, Yuance Chen systematically profiled Navy logistics specialist Kelvin Pan (compiling detailed reports on his maternal heritage and family custody issues) and transmitted his information to Lai. Lai then retrieved Pan's residential address in San Diego to facilitate physical surveillance.
• Clandestine Social Media Tracking: Operating under the Facebook alias "Chingy Chan" (registered to his personal phone ending in -8388), Chen monitored Pan's naval duties, asking (in Chinese) on Facebook, "Don't have to go on the ship?" and probing whether logistics specialists ever deploy to sea (See below).
• USS Abraham Lincoln Vessel Penetration: On January 5, 2025, Chen and Huiting Chen induced Pan to escort them on a tour of the carrier USS Abraham Lincoln.
